Grants Program Oversight Manager

The Grants Program Oversight Manager plays a key leadership support role in the strategic oversight, coordination, and performance monitoring of grant-funded programs at San Diego American Indian Health Center (SDAIHC). Working closely with the Senior Manager – Grant Program Development, this position ensures programmatic and fiscal alignment with grant terms, organizational priorities, and community needs. The Manager contributes to program development, oversees compliance tracking, and supports continuous quality improvement and outcome reporting. This position requires a high degree of independence, analytical thinking, and cross-functional collaboration.
Essential Duties and Responsibilities:
Primary Functions:
Grant Program Oversight
- Support strategic planning and execution of grant-funded initiatives across the organization.
- Oversee day-to-day compliance tracking, budget utilization monitoring, and program performance metrics for assigned grants.
- Evaluate and recommend improvements to program workflows, reporting processes, and internal controls.
- Coordinate readiness reviews in collaboration with the Senior Manager and CFO.
Program Development and Support
- Assist with identifying opportunities for new or expanded programming based on grant goals, community needs, and performance data.
- Collaborate with clinical, administrative, and outreach teams to align program design with funder requirements and SDAIHC’s mission.
- Ensure that program outcomes and deliverables are being met and documented appropriately.
Reporting and Evaluation
- Lead the preparation of interim and final grant reports by reviewing narrative and quantitative data from grant program managers.
- Support development and maintenance of dashboards or reporting tools to track progress toward grant deliverables.
- Assist with developing evaluation frameworks and supporting data collection and analysis.
Stakeholder and Team Collaboration
- Serve as a key liaison between the Senior Manager, program managers, finance, and compliance teams.
- Facilitate communication with community partners, subcontractors, and funders when appropriate.
- Represent the grant team in internal meetings and external events as delegated.

Qualifications:
Minimum Qualifications:
- Bachelor's degree required in related field. Master’s degree preferred.
- Proven track record in project management and working collaboratively with internal and external partners.
- Minimum 2 years’ experience working in grant-funded programs.
Preferred:
- Experience serving a multicultural population, American Indian/Alaska Natives in particular.
- Familiarity with Community Health Clinics and/or Indian Health Clinics.
- Experience working with diabetes, immunization, alcohol/substance use prevention and/or mental health-related programs or services.
Special Conditions of Employment:
- Must have a valid driver’s license, reliable transportation, and proof of insurance.
- CPR/ BLS certification: Maintain a current Basic Life Support (BLS) certification issued by the American Heart Association (AHA), or an equivalent organization. Certification must include an in-person, hands-on skills assessment. Online-only certifications are not accepted.
- Annual background checks: Consent to annual background checks as a condition of continued employment, to ensure compliance with organizational standards and eligibility requirements.
- For-Cause Drug Screening: Comply with drug screening requirements when initiated by the organization for cause, to support a safe, compliant, and drug-free workplace.
- Ongoing Compliance Requirements: Maintain up-to-date compliance with all required annual renewals, including professional licenses, certifications, physical examinations, TB testing, and mandatory regulatory trainings as assigned by the San Diego American Indian Health Center (SDAIHC).

- Ensure compliance with regulatory requirements for maintaining physical spaces, equipment, and supplies.
- Uses all appropriate equipment and/or tools to ensure workplace safety.
- Immediately reports unsafe working conditions.

- Maintains privacy and security of all patients, employee, and volunteer information and access to such information. Such information is accessed on a need-to-know basis for business purposes only.

Flexibility: Available for all shifts and, when required, able to work evenings and weekends
