Job Summary
Under the direction of the Finance Director, performs a variety of purchasing and advanced accounting duties to include: establishing, negotiating, and managing vendor contracts and relationships, training / internal expert on procure to pay process, approving centralized purchases, recording complex journal entries, providing support and reporting to multiple departments, reconciling bank accounts and audit workpapers.

The duties require frequent exercise of initiative and judgment in applying prescribed procedures to non-routine situations.

Essential Duties & Responsibilities:

Purchasing:
-Establish and manage vendor relationships for centralized purchasing of consumable items across the County.
-Research and negotiate contracts with vendors.
-Be the expert on the Procure to Pay process for the County and provide training for identified system enhancements and efficiencies.
-Approve department’s requisitions for purchases with contracted vendors.

Accounting:
-Prepare and enter accounts payable invoices, create accounts receivable invoices, create and enter journal entries into automated accounting system, calculating and balancing all figures.
-Prepare and review audit workpapers by identifying discrepancies in preparation for the annual audit.
-Reconcile bank accounts, working with departments across the County to identify and correct discrepancies.
-Research and categorize new or unidentified revenue transactions for the County.
-Enter budget adjustments as requested by County departments.
-Calculate and submit payment for sales tax.

General:
-Continuous evaluation of processes to determine the most efficient and accurate way to record activity.
-Assist in establishing and maintaining uniform accounting policies and procedures.
-Proactively seeking out better ways to utilize the robust financial system, propose process improvements, and roll out new procedures and training.
-Perform various miscellaneous duties as assigned, such as assisting with ad-hoc calculations, administrative tasks, and generating reports all as a collaborative team member.

Work Requirements:

-Associate's degree in accounting preferred. Classes in accounting, finance and/or banking required. 

-Minimum of 5 years previous accounting, finance banking and/or purchasing experience.
